Xaf has held several demanding management positions gaining a wide range of experience with large scale, complex, and innovative multidisciplinary infrastructure projects, including public transport and freight. He is enthusiastic and has been successful in leading teams to ensure delivery on many projects. He has extensive experience in stakeholder engagement, building strong relationships in business environments with parties that often have conflicting interests.
Xaf specializes in the introduction of command control and signaling systems, introduction of new technology in the rail sector, procurement tender development and assessment, project management of large rail signaling and infrastructure projects, and contract management, including change management and people management.
At LeighFisher, Xaf has worked on many projects in the Netherlands. He helped to develop tender criteria and assess the tender proposals for the superstructure on Amsterdam’s metro line. He was design manager for the rail connection project between Heerenveen and Groningen, which included an advisory position to the public sector owner on asset management matters and reports on the financial impact based on the life cycle and total costs of ownership. He was also a member of the management team responsible for developing the contract incentive bases and performance payment regime for the first rail infrastructure public private partnership (PPP) project in the Netherlands.
