Ben Franklin

Director

Ben is a transport economist with 15 years of experience in consulting.  He is experienced as a project manager across different modes and in multidisciplinary teams.  Ben has extensive experience in financial modelling, demand and revenue forecasting, and business case and economic appraisal.  He has expertise in the development and operation of models which reflect government transport appraisal and best practice modelling guidelines.  Ben has extensive experience in passenger rail and is the LeighFisher representative at biennial Passenger Demand Forecasting Council conference held by the Association of Train Operating Companies (ATOC).

Ben is leading the technical advisory team engaged by the UK Department for Transport (DfT) on the East Anglia rail franchise replacement project.  He also successfully undertook the same role for the Essex Thameside railway franchise replacement; the first revenue risk franchise subsequent to the Brown Review of the Rail Franchising Programme issued in 2012.

As well as advising the DfT, Ben has extensive experience in private sector bidder advisory roles, including advice to a prospective UK rail franchise market entrant. He also served as a key advisor to the successful bidder for the recently awarded East Coast franchise, providing advisory support on business planning, risk adjustment, and demand and revenue forecasting.  Ben has undertaken similar roles on numerous other rail franchise bids, including Thameslink, Southern and Great Northern (TSGN), Great Western, West Coast, South Central, West Midlands, and London Overground.

Ben has led numerous review studies, including a review of open access operators for the Office of Rail and Road (ORR), new station studies, and new infrastructure studies including the business case for a proposed new railway line connecting Amsterdam and city of Almere to the east.  Ben also has provided advice on a number of high profile infrastructure projects, including the sale of High Speed 1, the redevelopment of the Waterloo station, High Level Output Specification (HLOS), and Crossrail; leading a demand forecasting benchmarking study cited in the conclusion of the 2010 business case report that led to government approval for the Crossrail scheme.
